Citizens of Lawrence County:

     It is with much enthusiasm that I join the staff of the Lawrence County Treasurer’s Office as the Chief Deputy Treasurer.  My main job functions will be to supervise the staff, to be responsible for all monies received into the County general fund and all of the other funds, and to maintain the County cash balance.  The goal of our administration is to restore faith and integrity to the Treasurer’s Office.

Kristin Scalzo, 2nd Deputy Treasurer, and I will strive to bring a smooth transition to a professional office that has recently gone through rough times. We will strive to establish good customer service to anyone and everyone who comes into contact with our department.  We will strive to be committed to the oath of our office - upholding the constitution of the United States and the Commonwealth of Pennsylvania.

I am honored and proud to join Richard Rapone's team as Second Deputy Treasurer. Since my previous financial and banking background offered me opportunities that emphasized experiences in account reconciliation, collections, payroll management, and accounts payable, I will be able to apply these acquired principles to enhance the operations of this office. When I accepted this position, I made a commitment to be loyal to the taxpayers, and I fully intend to support the County Treasurer's goal to "continue to provide you with excellent customer service."

I am honored to serve as solicitor for the Lawrence County Treasurer. As solicitor I will advise the Treasurer in legal matters and represent the Treasurer in litigation involving the office.

I am a graduate of New Castle High School and Westminster College. I received my juris doctorate degree from Duquesne University and am admitted to practice law in this commonwealth. I served as assistant solicitor for the City of New Castle from 2001 to 2003.

I know how important it is to our Treasurer that your trust and confidence is restored in the Office of the Treasurer and I will work with him to accomplish that goal.

GENERAL SUMMARY:  The incumbent of this classification performs bookkeeping work at the full performance level. Work involves maintaining bookkeeping records relating to County funds.

SUPERVISION RECEIVED AND EXERCISED:
Work is performed under the direction of the County Treasurer or Deputy Treasurer and is reviewed monthly for regulatory purposes.

ESSENTIAL JOB FUNCTIONS:

Maintains an accurate account of all monies and transactions done within the County.
Maintains the ledger for the general fund and all other County accounts.
Posts to ledgers and prepares prescribed financial statements and reports.
Checks the on-line banking daily for any wires, ach credits and debits.
Makes transfers from all accounts to and from the general fund.
Balances all accounts daily and takes deposits to bank.
Reconciles bank accounts monthly to include deposits, checks written and cancelled, electronic transfers and interest.
Waits on counter, makes change for other departments and balances the drawer daily.
Takes tax payments at counter.
Sells dog, fishing, hunting and boat licenses.

GENERAL SUMMARY:  The incumbent of this classification performs bookkeeping work at the full performance level. Work involves maintaining bookkeeping records relating to County funds. Assignments are difficult in nature and are carried out in accordance with clerical accounting practices. Performs Executive Clerk duties when necessary.

SUPERVISION RECEIVED AND EXERCISED:
Work is performed under the direction of the County Treasurer or Deputy Treasurer and is reviewed monthly for regulatory purposes.

ESSENTIAL JOB FUNCTIONS:

Posts to ledgers and prepares prescribed financial statements and reports.
Keeps track of every transaction done with the state department.
Reports all transactions to the Pennsylvania Fish Commission.
Reports all transactions to the Pennsylvania Game Commission.
Reports all transactions to the Department of Agriculture (dog license sales).
Reports all transactions to the Department of Revenue (boat license sales).
Reports all transactions to the Pennsylvania Boat Commission.
Reports all transactions to the County General Fund and to the County Controller.
Waits on counter, makes change for other departments.
Takes tax payments at counter.
Sells dog, fishing, hunting and boat licenses.

GENERAL SUMMARY:  The incumbent of this classification performs a variety of professional activities to include processing of County checks, general fund, retirement and other accounts on a needed basis.

SUPERVISION RECEIVED AND EXERCISED:
Work is performed under the direction of the County Treasurer or Deputy Treasurer and is reviewed monthly for regulatory purposes.

ESSENTIAL JOB FUNCTIONS:

Takes care of the hotel tax collected within the County.
Prepares all bingo and small games of chance licenses.
Prepares all tax certifications.
Keeps track of all checks put through the check writer to include date, check number, amount, and date mailed.
Waits on counter, makes change for other departments.
Takes tax payments at counter.
Sells dog, fishing, hunting and boat licenses.
